Possibly. The dealer can only install the updates that have been made available to your specific vehicle. If you could find someone with an active FDRS license, you could get them to look up your VIN to see what updates are listed. So technically the dealer should be able to update it for me since they have the FDRS?
Also, you'll probably need to pay for it. The dealer will only install updates if someone pays for it. Some updates have been paid for in the past by Ford via either a Customer Satisfaction Program or a Technical Service Bulletin. I don't think that there is currently either of those for the BC 1.4 update. So if you want your dealer to install it, you'll likely need to pay them to do it.
While BC 1.4 does seem to be better, I'm not sure that it is so much better than I'd be willing to pay to simply get it a few months earlier than I would have gotten it via an PowerUp update. I had a special situation where I needed to get the equipment and the FDRS license for a different vehicle, so I updated my Mach-E at the same time.
I was more excited to try the auto-lane changing, and I was disappointed to find that it had to be enabled and I had no way to do that.
