This is the problem with public L2 charging though, especially the ABC approach (Always Be Charging), and even more especially if it's free... it's training people to always be looking for chargers with expectations of snagging one. When you get into that mindset, it's hard NOT to look to see if it's in use when you're at that location.If I were you, I’d move on and spare myself the agitation.
This whole thing is heading for an aggravating mess if we don't stress "charging where you sleep" as the paradigm for nearly everyone, leaving little need to even bother with nickel & dime ABC scavenging. Apartments & condos need private L2 on property. Hotels need private L2 on property. The grocery store doesn't need public L2. It's almost more of a negative than a positive for the business. It usually ends up being a resident living nearby, or an employee, that ends up hogging it most of the time and pissing off the actual customers of the business.
