That doesn’t look right to me. If L1 and L2 both show 120V to ground, they should show 240V to each other, not 208V.
I think he has a high leg delta three phase hook up. Maybe an apartment complex or multiplex of some sort.

I charge my MME with the Tesla Universal Wall Connector. No issues.

That’s incorrect. A 208V service is 2 legs of a three phase supply. The phases are 120 degrees apart instead of 180. You have to use vector math, you can’t add the 120s together to get the total.

That’s not how a high-leg service measures. He has a standard 208V wye derived from a 3 phase transformer.

I guess there’s a reason I’m not an electrician.
Early on the OP said "The management company requires me to have a plug share device sharing the loading between the EVSE and Dryer and limited to 24 amp with the original 30 amp breaker." Based on that I suspect he does indeed live in an apartment building with three phase power.

But hey, major kudos to @Mach-Lee for Christmas Day technical support!

It partially makes sense.
If it was my EVSE issue, why it can charge at the first few months for the Tesla Wall Connector with either Teslatap mini and Lextron adapter; and first few days with the Tesla Universal Wall Connector, BUT not working anymore?
not sure it’s the reason for your troubles but as a data point to help.
On the egolf forum recently people are having issues with Tesla wall connector out of the blue. The issue is a software update to the wall connector and there is no known solution.
