Fully Built Mach E Sitting In MO

Sorry if there are numerous threads on this already... But, I have no idea why a fully built Mach E that was completely built on 8/15 would be sitting in the MO shipping yard and not delivered to the Dealer yet? I know I've heard of long delivery times due to missing parts, poor weather conditions etc... But this Mach E is just sitting there. Any idea?
