Yes I have tried below 20% several times, and out of curiosity, I tried at 43% as well as 57%. But always the same charge rate 30-31.Have you tried to let it charge above 20%? When you are below a certain threshold (and also above) the charging curve will be degraded. If you plug in at 13-15% and let it go, it should ramp up near 20% to a faster charge. If it is not, and you've done this, then you've got a problem.
