I had a similar issue when I first got my car, with the Ford mobile charger showing blue pulsing light (normal), then eventually the amber light comes on (blue light still pulsing...so reduced charging). Then it goes off after a little while, then back on again.
My issue was related to the lugs on the back of the outlet not being torqued down properly (enough). I had the wrong type of outlet installed, but also, after years of service, the lugs can get loose and cause the outlet to run hotter than normal causing this fault.
