Pulled into a Tesla charger and used the Ford adapter for the first time. When I got there it was full except for the handicap accessible stall. It says use last and I only needed to add 50 (10-12 min) miles to get home. So I pulled in and used it.

Anyone know what tthe actual protocol here?

The ones I have seen the use last refers to as a handicap spot. It’s EV charging first, handicap last. Or to use last, as in if all other chargers are full.

If it says "Use last" and everything else is full, then you can use it. So you did that right.

Charging spots that are also disabled access work a little differently than a traditional handicapped spot. It is okay to use them for charging if all the other spots are full, even if you're not handicapped.

In the rare event a handicapped EV driver rolls up, then the courteous thing to do is move as soon as you can so they can use that spot.

Signage is often an issue with these type of spots, a lot of people get it wrong. Charging spots should never be marked handicapped, otherwise they will be underutilized. They should use this sign:

If you see this at a charging spot, it's likely wrong because handicapped reserved should be a non-charging spot:

Some states still haven't figured out the "Accessible use last" thing yet.

The top sign was present. In my mind I’ve been so ingrained to not park where you see that wheel chair I questioned it.

I have never seen the bottom sign.

I would say the picture with the “RESERVED PARKING” sign more stringently means the space cannot be used by a person who does not have a state-issued placard under any circumstances.
EV spots are generally not the same as parking spots. If all the spots at a charger are in use, people should wait, as normal. If someone were to ask me to clear a space for them for a reason such as a disability, I would certainly do so.
@Mach-E VLOG , I’d love to get yours and Liv’s perspective.
