Windshield nightmare

Unfortunately it's illegal in California to drive with any kind of a crack in your windshield -- front or back. It's a citation at a minimum. I don't really want that on my driving record ...

Have your insurance company send you a copy of the claim and keep that in your car with you. if the police pull you over, show them that you are doing everything in your power to correct the situation. If they still cite you, fight it in court. Ideally, with a jury trial.

Why are these windshields cracking so easily?

That's a good question. The windshield-sealant recall does not help to ease the gist of your question.
