My partner took the Mustang in for the HVBJB recall work. A few hours later they tell her it's done... Huh?

You should ask if they topped off the blinker fluid.
I should have! I don't have that kind of quick wit, especially when I'm frustrated.

A friend of mine says he can do the update in 2 1/2 hours.
The recall isn't specifically for an update. It's a parts replacement. HVBJB, coolant, sealant, and fastners. Ford authorizes up to 6 hours of labor on that recall. ??

Paging @Ford Motor Company
The problem is that they'll suggest we go to the dealer who sold us the car, which is 90 minutes away; it's a giant hassle to take that kind of time (>3 hours each visit) out of our work day, and we're not especially interested in doing that on our days off either.

Honestly, I quite understand your reaction. I don’t know which is worse, an incompetent and/or lying dealer that doesn’t do what they’re supposed to, or a dealer that flat out refuses to do any NHTSA recalls on a car they sold. I’m in the latter category with Orchid Isle Ford here. Despite an NHTSA complaint being filed, they’re refusing to budge. Ford management has been involved as well and the answer is still no. Rogue dealers are worse than bad.

At least contact Ford to make sure that dealer doesn't get paid the full amount for not doing the recall. What they are doing is likely warranty fraud.
I hadn't consider the likelihood of fraud, just incompetence.
What's that adage?

"Never attribute to malice that which is adequately explained by incompetence." or something like that.

I'll call Ford.
