It was based on incorrect information supplied by Ford which they have now cleaned up.
No, they did not clean it up. The link in the OP still shows this:

"Vehicles eligible to receive BlueCruise 1.3:
  • Mustang Mach-E® model years 2022–2023"

Nothing has been "cleaned up". Ford is still implying on this page that model year 2021 is not "eligible" for 1.3, while there is another, linked page on ford.com that says 1.3 is "available" for MY21 and "coming soon".

Just as sloppy as ever.

Yeah, I probably just haven't owned mine long enough to get really disenchanted with Ford yet. ?

7 months in and I still stare out the window at it admiringly. A car/driver honeymoon period intact.

I think everyone has the same frustration but bottom line is I paid for a 3 year renewel and I am almost through the first year with the same 1.0 from 2 1/2 years ago........ I barely get updates anymore and don't even get alerts on my app anymore either....

The Ford website does NOT say that 2021 Mach-E will NEVER get BlueCruise 1.3, it says that the software update IPMA-24.204.8.27 that upgrades to BC 1.3 is only for the 2022-2023 models. The update for the 2021 is still listed as "Coming Soon" on their website and will be a different update.

I know for a fact that the 2021 Mach-E has no issue with the hardware or the software to run BC 1.3 as I used FDRS and FORScan to get it working on my GT, as others have. I see no reason Ford would not be pushing it out to all 2021 models "soon", as stated on their website.
How did you do this when others say a VIN requirement exists? Who is telling the truth?

I just want to know what differences there are between the 21 and 22 that are apparently so major that 21s are still "TBD" on it.

TMK, none that should affect BlueCruise.

I did, at the time, but in all honesty I was completely uninformed of the 2023 vs 2023.5 builds.

I literally bought the car my granddaughter picked based on the fact it was on the show room floor and was a GTPE.

If I knew then what I know now I might have talked her into letting me wait for a 2024. But it was a once in a lifetime impulse moment on a Friday night and she had the whole dealership eating out of her hand. Everyone had fun with it.

I’ll believe it when I receive it at this point.

Cynical me says someone sees this not-so-glowing thread up to 11 pages and adds a line to a web page trying to quell the forum.

I mean, do they have rogue/unsupervised Interns updating product statuses on their pages? ?‍♂
The 11 pages was started just because someone scans a website daily looking for a hidden message that they are not going to get 1.3 despite ford saying other wise.

I like the car I bought. The issue is really the messaging. If they had come out and said, you know things are changing and we can't support these cars with updates anymore, but you can keep you 3 years/$600 price and stay on BC1.0. I would have been fine with that. The problem is we were told we were getting it last year.

I bet they thought you were going to be getting the update back then too.
And, that’s part of the problem. If not most of it.

The screenshots are what they are. It’s not necessarily a one-off concern either.

Yeah that is my though. 1.4 has been such a shit show Ford really should just be giving us credit for the entire year and extend it yet again. At this point just give it to the cars for free for the life of the car.

Unlikely to happen as the folks in the media team, such as the two Ford official groups here are not privy to the working of the Mach-e OTA group. That group is unlikely to divulge the timing of a release of 1.3 to the 21’s as I think it’s not likely a calendar related event but more likely based upon the occurrence of other events such as completion of coding by the various module manufacturers, other year updates being substantially completed etc.

As for class action lawsuits, good luck with that. They’re expensive to bring to trial, take a considerable period of time to prosecute, have low payouts and they take on a life of their own. The expectation vs reality gap is huge.

All I can say is that an official abandonment of the 2021 model year 2021s would be news to the mme engineers I know. The longer this quiet ota period extends though, the more likely it that the 1.3 update, PoweUp 7.0 iirc, is never coming.
So same no news from them as when they started installing limp mode drive software and limp mode charging software. Appears the only updates that they have really been pushing is software that depreciated the car to cover up their hardware.

As for the threats and the scare technique about all of Fords lawyers and do not sue them I did mentioned before it is not worth the stress to prove aholes wrong as the value for me doing it is not there and I can afford a few mistakes. Would of never risked Fords first EV if I could not. But repeating it and stating you know a few engineers gets the point across. That certainly is revealing and does not boost their rep for me. You can mention that to all those engineers you know and that I may know something about their professional oath.

If you can get a group of 100 people in a class action it will cost you 1%. Hard to teach a corrupt developer a lesson when he rips you off and you are just a small subcontractor kind of deal. Not much honor in that but understand the concept. Only need to do it to a few subcontractor and the message gets out.

This is not a normal car more of a computer on wheels with a few moving parts. It's an EV forum not a car one.

I did research and followed early Tesla. Was not buying the model S when it came out but almost the Y performance. It was ready for delivery but they would not install the smaller cheaper wheels. I did pay the bucks on Fords for future proofing which did include the home charging speed. Bad enough that the official connection CSS is no longer but now it charges like shit. Once I get that free adapter I will be right as rain. Keep pushing my dealer to fix the car. Will hope on the engineers and stay away from lawyers.

How he did it was clearly specified in his post. He did it with FDRS to get on the right software and then used FORScan to activate the new features hidden inside the software. This is true for any BC equipped vehicle Ford makes regardless of the year it was built.
