looking sharp! Do any of these tire shops buy tires off customers? As in if I buy all season tires from them will they buy Summer tires off my new vehicle.
Some smaller mom and pop shops might. But bigger retailers like Discount won't buy them because they do not sell used tires. Your best bet would be to try to sell them on FB marketplace.

Can the stock PE tires handle light snow/below freezing temps?
No, you don't need snow tires. But yes, you do need all-seasons. The stock tires are not suitable.

They also don't last long anyways...I would personally just swap them for DWS06+. Going into my second winter with these tires and they did fantastic in all conditions last winter.

Not nearly as good as pure snow tires. Have both. Just depends how much snow you get. I get a lot in the Colorado mountains.

DWS06+ (make sure you get the plus) are cheaper, lighter, longer treadwear, subjectively more comfortable, while having almost identical performance in dry, wet and snow handling.

If I may: "DWS06+ (make sure you get the plus) are cheaper less expensive, lighter, longer treadwear, subjectively more comfortable, while having almost identical performance in dry, wet and snow handling."

Agreed.
