Hair dryer is always a great tool to dry, loosen, etc. during winter.
Protecting the electrical pins may help, certainly will not hurt. However, snow or ice crystals already in the air is only one potential problem. A certain amount of moisture remains in the air, which will crystalize on different materials, particularly metals even if the connector plug is protected from snow. Enough ice crystals, very tiny crystals, may have formed on your charger pins, which the hair dryer evaporated.

If this problem recurs, or if others have a similar problem, dry warming using a hair dryer will probably help, but remember that ice crystals may form even in the absence of snow.

So I'd think that since it was just 30 seconds use of the blow dryer that solved the problem, that if I arrived at a public charger in freezing weather and it did not recognize my car, I'd bring the handle through the driver's window, put the heat on high, and have it blow directly in the connectors.

A brief search indicates that a cheap blow dryer is 1800w. I'd guess the power-on draw, even for a low-heat setting, is more significant than a cheap 12v car inverter would cover. Though I've found a few USB rechargeable eyelash dryers which might put out enough heat for this task and thawing the charger cover.
