EVSE Rebate Qualifications

Looking for some help from those of you in the know on EVSE. I decided on a Grizzl-e Classic EVSE, and have it installed at my home. I was checking out my energy suppliers website for opportunities to get discounted electric at off peak hours, and found that they have a rebate program for EVSE's, with some stipulations;


  • Must provide proof of a Level 2 EV charging station in their home with electrical capacity of 208/240 volt and at least 20 amps.
    • All electricity usage billed under existing residential rate.
    • Unlimited customer choice of any Level 2 Electric Vehicle Supply Equipment (EVSE).
    • Deployments by customers must have the capability of transmitting interval charging data to Duke Energy.

It's that last bullet point that I'm not sure about. Does an EVSE have to be "smart" to transmit this data, or can my "smart" meter detect that an EVSE is operating?

It's that last bullet point that I'm not sure about. Does an EVSE have to be "smart" to transmit this data, or can my "smart" meter detect that an EVSE is operating?
Yes, the EVSE would have to be smart or you would have to have a separate meter just for the EVSE. Of course, the last bullet point kinda negates the second bullet point. Clearly it's not an unlimited choice if it's limited to EVSEs that can transmit data.

A little more digging, and found some clarification. I'm not an electrical guy, so some of you may be able to interpret this better than I can;

(Note: Level 2 EVSE hardware may be any type of networked or non-networked EVSE, including a portable cord set used with a 208/240V outlet such as a NEMA 14-50 or other outlet).

Well, that's pretty clear that it really can be any L2 EVSE. But then I don't understand what the last bullet point is requiring.

Thanks! I guess I'll submit my application and see what happens. They will provide an upfront rebate of $500, and a billing credit of about $14/month for 3 years. That makes it worth my while to upgrade to a "smart" EVSE if that's required, even though I really like the Grizzl-e Classic.

Just to close the loop on this for anyone who may be wondering, Duke Energy is able to identify Level 2 charging through my existing “smart” meter, no other equipment or “smart” charger needed. I assume this goes for other electric suppliers as well. I thought this was interesting.

Are you in a Duke service area and not York Electric Co-Op? I live in Fort Mill served by York and they have a time of use rate available for EV owners.

Yes, I am in Clover, and we are served by Duke. Interesting that you have York in FM, because I recently moved from Tega Cay, where we also had Duke.

The rate for York Electric Co-Op is $0.042/kwh during 10PM - 6AM. I am by the ASC Greenway and I believe we were annexed into FM probably 20 years ago. In other words, we were previously unincorporated and served by York EC while if you were in the town of FM you probably were served by Duke.

That's a very good rate. The Duke rate is $0.107/kwh with no time of use. The pilot program I signed up for provides an upfront $500, plus another $500 over 3 years, paid quarterly if you do not charge the vehicle weekdays from 7:00 am - 12:00 pm in the winter, and 1:00 pm - 7:00 pm in the summer.
