I wouldn't suggest that anyone should report something that hasn't happened. They should just report that the hatch seems to open on it's own and they shouldn't speculate that it would only happen while parked just because that was their experience. That's part of what a safety inspection should figure out.I've not heard of one single case of the hatch opening while in motion. Conversely, I've heard of many cases of it randomly opening in park over the past 2-3 years (happened to me once too). My conclusion is it will only happen in park. If someone actually observes it opening while in motion, THEN a NHTSA report can be filed. You should report based on what actually happened and not speculate too much. There are additional safeguards that prevent opening while the car is in motion.
There's another (much less noble) motive as well: reporting the issue to the NHTSA creates an official record (outside of Ford's control) of this issue. That would encourage Ford to take the issue seriously and actually try to repair it. If several people report it, it would also create an official record of this happening to multiple people...
