I’m replying. I understand that I should have cleared everything with every entity that could possibly have anything that might be some authority on the matter. I didn’t. I now know that I hade a mistake. Ignorance doesn’t equate to innocence.

I’ve reached out to the HOA, just to see what I can do to rectify the issue, have locked up my 220v outlet, and turned off the breaker. I have investigated the permitting issue. I won’t charge my car at home until this gets resolved. I’ll survive, it’s just annoying. Thanks for the advice y’all.

That's how I feel about my HOA, too. Just don't call them the grass police... they get really butthurt over that! Mine had the balls to leave me a voice mail trying to reprimand me like a child because I called him that. He was double butthurt when my neighbor took my lead and also called him the grass police. ??

HOAs cannot prevent homeowners from switching to green (as in solar, EVs, heat pumps, battery storage, EVSEs, etc.). They can insist that it be professionally installed (eg. no external tubing for cables, cheap/corner cutting, etc.). In other words no cheap, unprofessional fly-by-night installers.
Always follow (local government) codes.
Do it yourself w/o code compliance is really not legitimate.

Since it is inside a single family dwelling I would expect the HOA has no bearing. Getting a permit (which then would lead to an inspection) from your local jurisdiction absolutely should have been done. I don't think you need to proactively notify your insurance company, but in the event of a fire caused by the circuit they may deny a claim if there was no permit or inspection.
I guess I’ll be pulling a permit. Can’t risk a house fire & denial from insurance. That would be catastrophic for finances.

Many HOAs have appearance rules. One of those is curb appearance. Our HOA turned down a homeowner that wanted to put solar panels on the street-facing roof. Solar, unlike satellite dishes, does not have federal rules that override everything.

You move into a community that has rules that apply to you and everyone else, and when a neighbor volunteers to serve your community, and you don't follow the rules, you resort to name calling? You sound like an asset to your community.

I live in an HOA. Many board members have had ideas and approaches I disagreed with. I vocalized my positions, and worked with other neighbors to defeat things, to elect new officers, etc. But I never verbally attacked neighbors I disagreed with.

exactly - it's not worth the risk for such a small reward. it should be relatively painless and just cost you a hundred bucks or so. You probably don't even have to tell them you're doing it after the fact; it is such a small thing they will probably only want to do a "final" inspection - which means after everything is done.

If you had an electrician install it they should have known better.

Personally I’m happy to have an HOA. I know my neighbor won’t be able to let cousin Eddie pull his RV into his yard and dump his tank into our storm sewer. ?

Several reasons:

1) They are clueless. They have no idea what an HOA is, or what they bought into (i.e. a community with restrictions).

2) They don't care. They never read the community's documents prior to, or after, buying.

3) Doesn't apply to them. There are people in this world who feel that rules don't apply to them. Like a "No Sign" policy, yet the President of the HOA has not 1, not 2, but 3 signs in his yard. Or the former board members (yes plural) that hire contractors and let them put signs in the yard. I could go on. Had multiple residents say "I'm too busy to read it". This included a 2 page summary. More than 50% of residents have never attended the annual meeting.

We had a resident install a carport. I flagged the board (no carports allowed), they professed to driving by this home daily but "we never noticed it". They ordered its removal, resident has been here over 25 years and never read the rules.

We now have a board that is going through the by-laws and instead of citing people for the first issue, asking them to remedy the problem and READ THE BY-LAWS. Then, the hammer comes out. It's all petty crap - putting trash cans in garage. Not a choice, and no, we don't give a rat's ass what you think, put the damn cans away.

I personally hate HOAs. They mostly exist because cities and towns want to offload obligations like plowing, road maintenance, etc. Our community has miles of roads, in the last 15 years we've spent between $1 and $2 million in road replacements. The community could not be built here without an HOA. As we look for retirement places to live, not having an HOA, yet having property that doesn't see neighbors, is top of list.

That said, having guidelines that are enforced that impact the value of property isn't a bad thing - it's just that they're often not enforced, or are enforced too zealously.
