You may be misunderstanding the tax credit. It is based off your tax liability. What you have withheld is irrelevant. It is non-refundable to the extent you don’t have tax liability. If you only have $5000 of tax liability, the credit is worth only $5000. Making your effective tax $0. If you have $10,000 of tax liability and withheld $11,000 you will get a refund of $8500–the $7500 tax credit plus the $1000 extra you had withheld. This makes your effective tax $2500.
I'm not misunderstanding. My tax liability based on my gross wages is well over $10,000. I obviously have taxes withheld from my check in an effort not to owe the entire amount come tax time. If I know I'm getting a dollar for dollar credit (see I know the difference between a credit and a deduction), the amount I need to have withheld from my check would be lower. If you run the scenario through the IRS's withholding calculator with and without the EV credit, it is not going to recommend the same number of exemptions. The credit does not come back as cash like you said which means the only way to maximize it is to owe more at tax time so you can apply the full credit. Accounting for itemized deductions and Schedule C income, I've managed my withholdings, take home pay and tax bill for years this way. Not my first time at the rodeo.
