Wait... So your dealer is accepting the x-plan on your order but not for the cat on the lot they tried to sell you? Interesting. I had assumed that dealers either had to be all in or all out with x-plan pricing based on what I had read on the Mach E forums. I didn't realize they pick and choose whether it not to honor it for each individual car sale. That's disappointing.
I’m not sure we have a definitive answer on this. I don’t think Ford dealers are supposed to be able to exempt certain models from xplan pricing if they choose to participate in the program - only Ford decides what models are exempt. But if an xplan dealer has one particular car on the lot because of a cancelled customer order, I suspect Ford would be ok with marking that up. I personally couldn’t really blame the dealer for doing so. Supply and demand.

They don’t have to take X-Plan but I don’t know if it’s all or nothing. You’re right, supply and demand and they have upper hand now. Plus the dealer didn’t know me.

Under X-Plan rules:
Vehicles may be ordered from production or, if the dealer agrees, may be selected from the inventory of the dealership. Dealers are not required to participate, but if they do, they must be an authorized Ford Motor Company or Lincoln Motor Company dealer for the product sold and agree to abide by the New Vehicle Purchase Program guidelines set forth in this document.​
IOW, the dealer can decide to accept X-Plan on orders, without also accepting it on inventory.

I've decided that I'll just wait unless another dealer in Illinois gets the same exact car and doesn't try to jack up the price
Sounds like the best plan. I would do the same; although, I can't fault anybody who ends up deciding to spend extra to get a car sooner either. I'm glad people who are willing to do just that have thee option to pick one up off the lot now.

Are you implying that if you placed an order for one, you will must likely not see it till 2022?
What I'm saying is that at this point Ford is still taking orders for 2021 model cars. I don't know how much longer that will be the case.
