After thoroughly reading 11 pages of this thread, here are my conclusions:
1) OP was born yesterday as such, is a baby that thinks he gets his way because he's throwing tantrums. Maybe, maybe not. Depending on the adults around, I suppose.
2) OP is a nasty person. He may not be "wrong", but he's certainly an annoying person to deal with. Management would love nothing more than to make your life a living hell wherever they can.

OP, you give us renters with EVs a bad name. The first and only (so far) contact management has with EV owners is you, who decided lawyering up is the best way to figure out this issue. Grow up - the world doesn't revolve around you, and things happen. No need to throw your money (and VA status) around when you can solve things amicably.

I have never had as much disdain for a person on here. Even though you may have had a case here, the way you're going about it is absolutely the wrong way.

I hope they evict you ASAP.

If I were the landlord, since the OP won’t accept either reasonable offer, I would just let it go…….. until lease renewal.

Then update next years lease to account for electric car charging.
Even a broken clock is correct twice a day. ;) If that is the case, maybe we will agree on something else down the road. :)

If he was my tenant and with his lawyering up I would have just cut the power to the plug by now.

But like I said earlier, it's good entertainment so let's keep watching how the world turns.

So to further clarify, I don't mind paying for what I ACTUALLY use. That isn't an issue even though I was told I wouldn't have to pay for the garage.

The problem I have is in this brand-new apartment complex that is advertised as luxury, they want me to cover the cost of the upgrade which has been quoted to me as over $2500. I don't know where this figure of $100 dollars comes from... That would be nice though.
I haven't made it through every post in this thread yet, but honestly that is reasonable. It was right at $1,000 for me to get a 240V outlet installed in my garage about 1 ft. away from an existing breaker box. Extrapolating a business having to hire another business to not only install an outlet, but add a new breaker panel and I'm thinking $2,500 is actually reasonable. If you disagree, by all means, do some searches yourself on licensed, bonded electricians in your area (not "know a guy who knows a guy" ... business can't assume that level of risk), and offer an alternative quote to your landlord.

Better question is, who would rent in a luxury complex, pay 200-300 dollars more on average for the apartment and 50-75 dollars more on average for the garage monthly than the local area, and not have what should be considered basic amenities in 2022 and future proofing?
Lots of people. It depends on location, other enmities, age of building, etc. Bottom line is if it is not in the contract, it is not included.

Can the property manager/owner counter sue for legal fees if they are proven correct in NE? If so they can lien your new home, and it may be one of the mortgage questions about outstanding obligations.

IDK why you lawyered up, I hope you meant to say you talked to a tenant advocate agencies for advice and not a full blown lawsuit.

The laws are there and assume both parties are approaching things reasonably and in good faith, so far I see the property management give solutions and only thing I see from your side is a F U, it is my way or the highway, I'm lawyering up B. It is a knee jerk reaction and I think you should take the weekend to think things through. Or don't.

I was just reversing the OP's point that it's silly for someone to build a complex that doesn't have all that. Yet he moved into one.
