‘21 Mach e with 17000 miles. Dealer says car needs rear breaks because of rust build up on rotors.
Does this seem normal. Never had brakes replaced on any car this early.

One of the issues with these vehicles is that the vehicle regenerates, not using the brake pads (or brake mechanisms) until the end of the stop. Owners may, or may not take their vehicles in as prescribed in the manual for checkups - for a 2021 you should have been there 2 to 3 times. If you did that, they should have noticed the rust buildup.

If you had the vehicle, I would tell you to get to speed, shift to N, apply brakes until you get to 20 or so, then shift to D, accelerate to speed, and repeat until rotors are clean.

You live in a heavy salt environment, you should do that at least monthly.

It's possible. You have to occasionally use the brakes to keep the rotors clean. Driving gingerly in either one pedal or two will not use the brakes, just regen.

I'd burnish them by braking with the car in neutral from 50mph to 10mph about 10 or more times in a row to see if you can clear the rust and seat the pads to the rotors.

The rears are hard to clean as they are tiny and the brake balancing is front majority. You'd need to do the 60+ shift in to N and brake hard to get them to bite hard. It'd take several times. In the mean time it'll clean off the fronts pretty well.

“Normal” no.

Normal on MME Probably.

Don’t get it myself because the wheels rarely stop turning.

I advise driving car whenever you have just washed it; only time I find sticking and/or corroding brake discs/rotors is after washing & parking overnight or longer.
