I got my Mach-E in April this year, and at some point got notified there would be a software recall in mid-July. However, this alert is still on (both in Fordpass and the website), saying the recall is incomplete as in the screenshot.

I wondered if there is an issue with updating my car because there has been no OTA update since I bought a car. However, very recently (like a week ago) I finally got some notification about PowerUp update, and it seems like it is for the upcoming Alexa feature. That being said, my car had the ability to update itself and the recall software is not updated yet (which is apparently much more important than Alexa stuff). Should I just wait until the recall is done, or is there an issue with this situation?

You can wait, or you can go into the dealership and get it done. When it's done, the update notes will tell you that it's for the recall.

But why can't they update the urgent recall before updating other unnecessary stuff?

Things get queued up. If your car was behind on something that had to be in before the recall update, then they leave it like that. Going to the dealership ensures that modules get properly update, to date, for the recall (but not any other ones).

This is a really good question. At this point, Ford is doing a pretty bad job of hiding the fact they are slow-walking this recall to spread out the costs associated with HVBJB replacements (something the recall update often triggers). There's no good reason that they need to prioritize Power Up updates for Alexa (which our '22s already have anyway) over the recall.
