I think that's a waste of time. When he goes to get his windshield replaced under the recall, they're not going to touch it, because of the crack. What he needs to do is coordinate a new windshield with the recall - either the recall being signed off on by Ford with someone else replacing the windshield, or Ford replacing the windshield under the recall with the insurance company paying for it.
It's easy to write that, and it is extremely logical. I've been seeking a commonsense approach since December 20th. I couldn't get a dealership, State Farm (Lynx), Safelight, or Glass America to agree to coordinate. Insurance companies typically will not pay dealerships because dealerships don't accept negotiated rates. The glass installer grows cautious with offering a warranty if it's related to a recall. The dealership is weary because the installer might get paid twice. Insurance fraud is a reasonable concern too. The stupid route is course that they want MME owners to take. Replace the windshield as an insurance claim and then have the windshield removed and replaced to complete the recall. It's nonsensical but everyone gets their nickels. You can't fight the man (woman or non-binary being, non-gender conforming person, etc.)!

I wonder if non-recalled MME windshields are developing cracks (from any source) at the same rate as windshields subject the recall?

I wouldn't remove it a 2nd time. I'd ensure that the instructions for attaching it are followed, which likely match up to those for any other windshield, and have the glass installer document that, and be done with it.

No one can make you do a recall. A car dealer can't sell a car with an open recall, but a private citizen can.
