observed towing by law enforcement with a non-certified vehicle --unlikely to occur. How do your eyes tell you the trailer weights 200lb more than what the vehicle is rated for?

If the Mach-E is rated for only 1,650 lbs (or not rated at all), then my aforementioned scenario could prompt law enforcement challenges:

My 2009 Rav4 V6 (269 hp / 246 lb-ft) is rated for 3500 lbs and has towed substantially more...

I don't believe in 3,500lbs, but a little more than 1,650lbs (750kg in Europe) would be nice.
I still keep my reservation, but the Y is closing up...

Of course, we'd all like it better if Ford provides this option.

"Necessary" is nothing, Ford will or would sell all MMEs they have to, to achieve their CO2 compensation goals, also without any hitch.
But, to show how serious they take e.-mobility as a real alternative to ice cars, they should offer their bevs as real alldays useful vehicles and that means also a serious towing capability.
Most mid class cars in EU can tow somewhat between 2,000lbs and 3,000lbs (900kg - 1,400kg), enough for most hobby trailers.
People who want to tow heavier trailers, like big campers, horse or car trailers and so on have to choose bigger (and mor expensive) cars to do that.
I would classify the MME somewhere in the upper mid class, and for that it should be able to tow about 3,000lbs, just my opinion...

With the recent PR released of increased HP/torque figures, towing 1650lbs will be easy.

My RAV4 V6 is rated to tow 3500 lbs with 246 lb-ft of torque.
The Model Y is rated to tow 3500 lbs with 471 lb-ft of torque.
The Mach-E was rated for the UK market to tow 1650 lbs with 417 lb-ft of torque. The additional 11 lb-ft of torque described today seems unlikely to increase the tow capacity significantly. Chassis limitations seem more likely. I hope Ford announces something official soon to help inform our decisions.

2016 RAV4 Hybrid with 194 Hp and 209 Torque is rated to tow 1750lbs.

...and Toyota soon will announce a tow rating for the 2021 RAV4 Prime (PHEV). Other BEV options are on the horizon as well, so things are about to get more interesting.

So how does towing work? Do we just take 30% off the range? I'd like to be able to tow the occasional U-haul or jet ski around, but A better route planner doesn't have a tow checkbox and I'm not smart enough to manipulate the other numbers.
