Which is even more galling...are they not able to do more than one thing at Ford?

I know it's rhetorical, but no, they can't. We're talking about a company that manually pushes updates to cars one at a time instead of rolling them out to everyone at once.

No, they send them out in waves. For good reason too; if they did otherwise, there’d be a lot more cars stuck at 1.7.1 going to the dealers for fixes and some waiting on new modules.
