I think I'd suddenly need to do a full charge at that third station from the right, and I'd have to head into whatever shopping complex was nearby for a long time, of course. Shame if he came back to his car and couldn't get out.

It looks like the third dispenser, near the rear bumper, has a red sign taped to it over top of the screen, I’m guessing it’s dead. Cannot see the unit by the car doors, maybe that one is down too. Looks like they are charging on the far right unit. Still a poor parking job.

Ive seen my favorite park in one spot and get the charge cable from another effectively taking up too spots. Ive seen a guy instead of using the cable on the correct side of the car get the one from the other side and stretch it across his hood. just today i saw a guy pull up in a new bmw and couldn't get his charging to start he was doing everything but using the app.
Actually some of that is common and stuff I've done too, but usually because the charger I pulled up to isn't working. If it's not working and the one next to it is open (and reaches), rather than get back into the car and moving it, I may just grab the one next to it. With one out of service, it can't be used anyway. But it can be deceiving to someone new pulling up. That happens quite a bit at EA. Been on both ends of that deal.

I also use the back-side charger quite often at the EA stations that are located on the side of each spot rather than on the front. Both are in reach of both parking spots, so it really doesn't matter much which way the screen is facing. The cord often just fits easier from the front charger.

When your charge door don’t line up with the cord length, but you have free charging to burn.

Ive been to chargers like you are talking about and one in greenville sc where 4 cars effectively took up 8 charge spots due to their poor parking and using cables from other chargers... mean while 6 people were waiting while 4 stalls had been rendered useless by people who didn't park correctly and couldn't be bothered to use the correct charge cable.
Yeah if they're parking in a way that somehow blocks a working charger, that's bad. Since CCS chargers usually have long cables, that shouldn't happen too often (not nearly as bad as we'll see when Tesla Superchargers open to CCS if they don't address that issue), but there are still ways to block two in some configurations.

Most of the time I see it, it's because a dead charger screwed up what people intended to use when they pulled in.

I would have just pulled into that fourth spot behind them, plugged in and left to go on a 30 minute walk.

Yeah, just the parking crossways alone is enough to earn a red card, whether there's 2 down or not. It's not like those are short cables that won't reach. Or like he's pulling a trailer or something end needs to park sideways.

Odds are it's either intentional, or totally clueless.

Not that it's any excuse, but that's a pretty bad sign too. "2 HR PARKING, ELECTRIC VEHICLES ONLY" could be an excuse for some jerk to just park his EV there for 2 hours. Even as obvious as it is that's not what it means, there's sure to be some jerk that will pretend anyway.
