That service is recommended, not mandatory. There is nothing important there that might affect anything of legal or warranty concernIf you ever have to lemon the car or have any other lawsuit/warranty claim you're gonna want to do the services in accordance with the users manual otherwise you'll have an uphill battle. At the very least, with these heavy EVs, you should be getting the tires rotated at 10k. You have a duty to maintain the vehicle in accordance with the manufacturer recommendation or accept the risks without doing so.
As for $130, that's too much. Around here it's $39-$59 for the 10k
