These area's next to the mirrormount are to let the signal go thru, at least that's how it works with my e-Golf?
I want to try putting the suction cup ez-pass directly on that black glare section on my ME and give it a try. I was pleasantly surprised that it's smooth there so a suction cup can actually stick in that area.

FYI, I tried calling Ford. They had no idea and said that all they could do was read the owner's manual. There's nothing in the owner's manual about where to mount an EZ-Pass. As has been mentioned, in VA we have an EZ-Pass Flex that allows you to switch between HOV and non-HOV modes when traveling on certain roads. Obviously, you can't do that if you have a pass mounted on your license plate. The Ford Customer service people said to call the dealer because they would know better. Really??? So I tried that. My car was the first an only Mach-E delivered from this dealership. They have no clue. But, they are going to research the matter and get back to me. If/when I hear anything concrete, I'll let you know.
As for the hold the pass out the window solution, keep in mind that many of the tolls here are read at speed and in relatively random places along the road (between exits) - not at toll booths plazas. I'm not holding my hand out the window every few miles while traveling 65-70 mph when the temps are below freezing and when it's raining, etc.

I'm sure that there is a solution. We are just the first ones with Mach-Es and it's new.

Placing the toll badge
The toll badge must be stuck behind the rear-view mirror in the center of the window. So not on the left or right side of the window and preferably on an open piece of window without stickers. Perhaps unnecessarily: the badge must be stuck to the inside of the window. Cars equipped with windscreen heating or sun (heat) resistant glass must place the badge in the area around the mirror with black dots. This part is not heated or thermal so that the signal can be reached properly.

Those black dots around the windshield can be used for AM/FM radio antennas. Might make sense why that part of the glass needs to transmit RF signals since it's designed to collect AM/FM radio signals. If it blocked that antenna you also wouldn't get good radio reception... now if only I had a car to test with :(

What about mounting it where some of us were thinking about placing the other tag mount? Attaching it using the double sided tape behind where it says "sunnyvale" in the picture to keep it out of site.

The dots around the windows are called frit, and they help the adhesive bond to the windshield. I don't think they have anything to do with letting radio waves through.

I just took two trips on the Dulles Toll Road today using my EZ Pass Flex on the Mach-E. Thanks to this thread, I just checked my EZ Pass account and there are no transactions showing. I'll look again tomorrow, but will likely have to call them to see if they offer an external device.

@ChasingCoral did you use an EZ Pass on the Dulles Toll road?
Have your tolls shown up yet? Mine just did. So, I can confirm that the new series (smaller style) EZ Pass transponder (non-Flex) worked when mounted directly behind the mirror, right below the dotted area.
