Anne Hidalgo, maire of Paris since 2014 and reelected in 2020, is eager to promote measures for environment, i.e. ICE vehicles traffic and parking restrictions, promoting public transports, bike use and… BEV!

And since the last election, we have a new maire in Marseille. Michèle Rubirola, a woman member of the French green party. I hope the same politics here.
Paris is a wonderful city but Marseille is definitely a better place to live…

Yes. That was what I remember from the videos at launch time. However what @jdmrc93 saw sounded different that what I would expect from low-e.

So I think I see why it seemed photochromatic. With inner and outer low-e reflective coatings, it's probably a bit like a one-way mirror. One-way mirrors act like glass when there is light on both sides and a mirror when one side is dark (regular windows do this to an extent). With the dual coatings, a bright day will make it seem like the glass is "dimmed" because you not only have bright light coming through from above but also a brightened interior. The reflective inner coating will make the window appear darkened. At night, the very low light inside won't have that effect.
