So if the dealer told you that you need a fob to drive the car, then he told you wrong.

Have you not read the owner's manual. PaaK (Phone as a Key) is a feature of your vehicle. You setup the phone, and it functions as a key, although the reliability of this feature isn't great.

If someone is quoting you $520 for a fob, you should take that as a big red flag that they are ripping you off big time. A fob from a Ford dealer, programmed, wouldn't be that high. There are numerous threads here where people bought a fob online, and then had a dealer program it for $150 or less.

I'd suggest you read the manual, and spend some time reading online. Much of what you listed as issues is addressed in the manual.
OK thanks. That is brutal then. I purchased the vehicle from Toyota. However, I brought it to Ford for service. The user manual is sitting at Toyota still and I need to pick it up.

Actually, the user manual is on the vehicle, stored in the screen. There is no printed manual.

However, you can download a PDF of the manual to every phone, tablet, and computer you own from owner.ford.com.

Clearly it's too late, but by buying it used, you lost out on the $7,500 tax credit that buying it new would have gotten you.

What am I missing here? Even the dealer told me the phone only works to start remotely, windows.. but you need a fob to drive away. If I start remotely by app, then get in to drive, I am prompted to press start and requiring a key fob. (even though I am apparently configured correctly and I keep getting asked to backup my key)
You can get the owners manual here as well:
https://www.fordservicecontent.com/...s-Manual-Job-2_version-1_om_EN-US_05_2021.pdf

See page 70: "use your phone in place of a passive key" (FOB).

You need to set up a 'backup' start code on the center display in the vehicle. This will allow you to drive the car without the phone or fob. If, for example, your phone battery is dead.

The car has never been titled by an individual. Based on what I read and speaking with tax consultant, I should still qualify. The original Ford dealership put it to auction (I assume) to make a quick buck. I could be wrong. But, that is how we read the tax code.

OMG. I called them again and explained what I read here, what I saw in this video: and they still told me "NO you cannot drive away without a FOB. " I found my problem thank you. I did not program the backup code after several prompts and that is needed apparently. I will review completely this weekend. Thanks again!

Again, I encourage you to slow down.

You do NOT need a backup code to drive with PaaK. The backup code is when you don't have a fob, and your phone is dead, broken, or just doesn't work, and you then enter the code.

Watching the video you posted starting at 2:30 tells you that. Starting at 3:00 explains using the backup code.

I see the problem here. You're talking to the dealer. They obviously don't know how PaaK works.

I think you're starting to discover that through the course of your ownership you will know much more about the Mustang Mach-E than most dealers do.

I got my phone to start and be able to drive the car. It took a couple of attempts and I didn't have to do any reconfiguring but it eventually worked. Added a second user and that worked as well. Thanks again for the help!
