Question about passing borders / country settings for NL

Haven't driven much from Belgium to the Netherlands but I noticed something, and wonder if I'm correct.

In the Netherlands max speed on the highway is dependent on the time - during the day it's 100kmh, after 7pm it's 120 or 130.
In Belgium it's 120 always.

I've noticed if I drive from Belgium into the Netherlands that my car doesn't recognise these speed limit signs correctly.
I start in Belgium on a highway where it's always 120 and continue my way onto Netherlands highways.

It'll default cruise control to 130, even during the day. Which is annoying and dangerous, especially as there are often signs to indicate end of a local speed limit (like when lanes merge / after an entry lane).

The signs for variable speed don't seem to get recognised, the car takes the max speed.
These look like a 120 sign on top of a 100 sign with hours board in between.
The car either ignores it or takes 120 and displays that as recognised sign on the dashboard screen.

However when I drive back and start the car in the Netherlands, it works much better..
It does recognise the variable signs and will indicate on the dash screen 100 with a clock symbol underneath. I've never seen that clock symbol on my way there.
It won't suddenly default to 130 but keep 100 at every exit..

I only drove a few times, but did someone else in BE / NL notice this too ?

I get the idea the car checks in what country it starts and keeps local settings, and doesn't switch when passing a border ? Is that possible?
