There are two small removable panels on either side of the frunk tub. Under them there appears to be a white plastic spline screw, possibly to perform a headlight adjustment.
My question is, What are these for and why isn’t there access to the LVB terminals?

Yes those white plastic torx screws under the removable panels are for headlamp adjustment. About the access for the LVB terminals, that is a great question and one that has been asked over 1,000 times here on this forum for over 4 years. There are many threads about drilling holes in the frunk panel to access them, then cover them with caps.

I finally bought a set of caps for mine and downloaded the template recently. Now I just have to actually drill the holes. Some day...

FWIW, this is my take on access for the LVB jump points and HVB disconnect. One among many approaches that all work.
