Weird spots on hood

I bought this car last week and just noticed these weird spots on the hood. I contacted the dealer and they have no idea. The great Google says it's anything from pain blemishes to water trapped from detailing. I'm looking for some help on what exactly it is and if it's something I can fix at home or if I need to find a shop to handle it.

They look like water spots to me, I live in So, Cal and we have very hard water, it’s common. Also, a few months ago I washed my MME while it was overcast, about 1/2 way through the sun cam blazing out and rapidly dried parts of the car before I had a chance to completely rinse it, the result looked similar. TBH since it’s a new car I would ask tell the dealer to fix, if they won’t I would contact a reputable retailer - I am not going to clay bar, or use anything too abrasive on a new car.

I have since had my car ceramic coated, water just beads off now.

Talk to the dealer and see if they’ll work with you on this. If not, find a reputable detailer or do it yourself.

1. Two bucket wash. Or foam cannon and rinse twice.
2. Famous remover/Iron remover. That will remove many contaminants. Rinse and dry.
3. Clay bar. Use a synthetic one with a very light touch. You need lubricant and water doesn’t count — use some detail spray.
3. Test an area with the least aggressive polish and pad you can get and see if it makes a difference. I’d start with a perfecting or finishing polish as suggested earlier.
4. Wipe it down with rubbing alcohol and distilled water mix to remove any lingering residue from the polish.
5. Coat or Wax it.

Im guessing water spots as mentioned above as well.

Dealer 'install' cermaic coating? If so it was done wrong an it's on them.
