Clarification here - On each update that Ford sends out, there is a checkbox that says Wi-Fi only. So far none of the updates have had this box checked so they can be downloaded over either. Presumably at some point of the future there will be an update that does require wi-fi, but so far they can be downloaded over either
That would make sense if it weren't for some of the Ford insiders saying that OTAs are only delivered over cellular at the moment. But that doesn't explain why people are observing their cars making large downloads over WiFi.

Right. That's the point I was trying to make and failed. Since Wi-Fi isn't required, it can be downloaded over cellular OR wifi. Both work

According to @Gimme_my_MME and @RonTCat , OTA updates are currently only being delivered over cellular.

Can't say one way or the other, but I believe my Mach-E downloaded 2.3.0 over Wifi. It downloaded over a 1G of data through Wifi on January 8th around 11:24AM. After I had noticed the OTA details show an update pending...

Granted my update ultimately failed 2 days later, but I've never seen that much downloaded from the Mach-E over Wifi.

Personally I don't think they're saying cellular as an exclusive statement. I think they're saying it CAN be over cellular

Nah, I'm too lazy to find it, but one insider said specifically "there was no WiFi route for OTAs"

Well if he really is saying that it's exclusive to cellular I'm very confused why cars are downloading things over Wi-Fi ?
I admit the evidence posted here does seem to suggest it can go on wifi however I've been told by the people working on it that it will only go over cellular at this time. I'm not the expert and will happily admit to being wrong.

Maybe Ford is testing sending data to cars on WiFI as a Proof of Concept for future updates. My Mach-E has only downloaded 800 MB over WiFi since June and the OTAs I have gotten were when my car was away from my home WiFi so it had to be over Cellular.

I've also seen updates go over wifi (based on proximity to updates and amount of data).

I'm thinking there MIGHT be an issue with using Wi-Fi when the car "goes to sleep".

Updates might be more likely to start and download when running, and therefore be more likely to download over cellular.

Updates to the router module might help allow the car to use Wi-Fi.. might be part of current efforts so they can push large updates over wifi.

All speculation here. Lots of "mights"
