All vehicles have emissions certification posted by EPA, even zero emissions vehicles.
Today I finally found the Mach-E certificate summary information (CSI) posted (see links below).

There are two Mach-E vehicles posted; AWD ER and RWD ER.

This data is the unadjusted City/UDDS and Highway/HWFET range
derived from a single test, the SAE J1634 Multi-Cycle Test (MCT).

The data does not look to too promising.

1. All-Wheel Drive Extended Range Mach-E

2. Rear-Wheel Drive Extended Range Mach-E

The certificate also has the road load and test mass information;

The Mach-E is not too svelte at 14.9 road load hp (at 50 mph).

Some encouraging news just posted in response to these EPA range discussions from Mike Levine:

" Ford fully expects EPA-certified driving range estimates for the Mustang Mach-E will deliver the targets set. More to share later this month."

So the bad news is the early tests were lower than they hoped and they are playing catch-up. The good news is these are the early results and we can expect better.

My 2018 Bolt has a 66 kWHr battery but when I charge it to full capacity it only shows that it is at 88% from the Chevy Bolt app. So the 12% buffer amounts to nearly 8 kWHr.

Yes that is 12% buffer.

My normal procedure is to drive it until <40 mi range and then do a full charge overnight. Each and every time I do a full charge it show 87 - 88% full when completed.
Um 2018 Bolt's battery is only 60kWh, NOT 66kWh.

Chevy didn't increase the Bolt's battery to 66kWh until the 2020 model year.

Um 2018 Bolt's battery is only 60kWh, NOT 66kWh.

Chevy didn't increase the Bolt's battery to 66kWh until the 2020 model year.
I stand corrected on the 2018 Bolt's capacity. As such the 12% reserve is 7 kWHr not 8 kWHr.

Even so, I do get ~ 230 - 240 miles per charge.

I have a 2103 C-Max and the MPG never met the published numbers so Ford ended up giving the 2013 buyers two additional rebates to make up for it. Right now I am concerned about spending $56,000 and not getting what I expect. There are so many EV's coming out and battery technology advances, I might wait before buying a EV.

So what are they doing different to get that rating?
Tesla pay for a more complex and extensive rating regime that make them appear slightly better in EPA ratings.
As far as I understand - some clever construction motors with permenent magnet arrays - and their power control electronics are the best in business in terms of efficiency. Probbaly quite a few years ahead and typically 10-20% better than competitiion. It's a pity that Ford - along with Audi, Volvo don't appear to have made much impact in catching up.
The Koreans - in terms of Kia, Hyundai - are similar or as good as Tesla in terms of efficiency - so they are not unbeatable.
