Noooooooooo!I don't think you will be able to smooth out the metal. The rear quarter panel will likely need to be replaced along with the taillight assembly and the bumper cover. I would be surprised if it came in under $2k.
That rear quarter repair should be dead easy by a good panel beater.
The replacement of the quarter is a massive job by comparison, far more metalwork than just reshaping the panel.
new light and a good bodyshop should repair plastic bumper.
