I hope it works out! Maybe you can push to get your car by the Mar 31 deadline. $5K is on the line and it would be a shame to miss it for an unnecessary delay.
Like many of the threads here, we are at the mercy of the logistics system. My hope is that the QC check has already been completed since the build date was 1/8 and it didn't ship until 1/25, and the hope is that it doesn't need a stop at Speedway.

JSOrange97 - will you decline to accept your MME if you miss the $5k window? I'm not sure what to do - in my case my MME will likely not arrive until about June - right around when the program is supposed to resume. Not sure if I'll pass on it and wait until the program resumes.

That is a great question, one that the "boss" and I need to work through. All of the financial modeling I am doing does not include the incentive, thus as of now I am behaving as though it does not exist. Won't know 100% for sure if the window really exists (order by 12/15 delivery by March) until after we go through with the purchase, especially since the point-of-sale system isn't up and running.

Good luck! Hope you sneak under the wire. I'll have to wait it out to see what NJ does with the point-of-sale program. I'd hate to buy mine around May and find out the rebate starts in June :^(

I read that the point-of-sale program will start after the beginning of NJ's next fiscal year, which is July 1, 2021. Don't know if that will be the exact start date or later, but it probably won't be earlier. Still, if delivery is in May/June, it may be worth waiting. Hopefully, there will be info on the program details and start date coming sooner rather than later.

After reading the post including comments from Ashley-Lynn Chrzaszcz, who BTW works at NJBPU, I decided to reach out to her and several others at NJBPU whose names I found after some research.....so I sent them emails and another email to Ann King at "charge up"......I am scheduled to have delivery Feb 17, 2021 and with the paperwork deadline, I was concerned whether I qualified or not......well, without a doubt Ashley-Lynn Chrzaszcz said YES, as long as the ORDER was placed within their timeline (ending Dec.15, 2020).....I was then concerned about the Mach e NOT being on the eligible vehicle list......so another email to Ashley-Lynn, she stated YES the Mach e qualifies, and Charge up's eligible list is being adjusted on a "rolling basis"......so what does this all mean???....it seems if you placed your order within the timeline, take delivery soon enough to complete the paperwork for the March 15, 2021 deadline (I think one will get to March 31 if paperwork was started by the 15th) there may be a good chance to receive the incentive???.......I have received an email from Ann King saying she would get back to me about the Mach e's eligible status today.....I also have a call in to Charge up and am waiting for a reply (maybe today??)

I have not received any info back from my state sen., my 2 reps, or the gov, all i emailed before Christmas.....

In any email or call I bring up retroactive incentives and all the comments I can think of....I feel if they are more informed, well maybe??......I will keep all informed if I get any new info.....take care....

.....sorry, of course the BIG question is what happens if we don't qualify for this round of incentives??....or if we take delivery too late???......if we all contact Charge up and everyone else we can think of and explain how unfair it would be to continue with phase 2 with no retroactive.....we ordered before phase 2 but are excluded from any benefit??.....Ashley-Lynn Chrzaszcz seems to be a good one to contact..... a good place to start....explaining to her all aspects of this situation.......who knows if it will help or not??.....I'm willing to give it a shot.....

Thank you for all of your efforts. We are glad to know that your delivery is coming soon, you could be one of the first NJ folks on this forum. Thanks for keeping us up to date!

c max, would you mind sharing the emails of those you contacted? Maybe if we all email we can get them to at least make the rebate available if you ordered by 12/15/2020 (even if you don't take delivery by 3/31/2021 - which is out of our control). I've already traded emails with Ann King, but not any of the others.

BPU has open meetings, so it may be one way to track what's going on with the new point-of-sale program. In fact, they're meeting today. I didn't see anything on the today's meeting agenda (attached) about the point-of-sale program.

Scroll to bottom on their web site for 2021 meeting schedule link: https://www.bpu.state.nj.us/

Sheesh. So many conflicting thoughts / statements, etc. I just received this from Ann King:

-------------------------------------------------------------
Hello Sal,

The Ford Mach-e has not been added to the eligible vehicles list as of yet. It will likely be added soon. Application are still open until March 15th.

For Tesla and other manufacturers without a standard purchase or lease contract, the 'accepted by customer' date or the 'order date' of the vehicle will be considered the date of purchase or lease. If the Purchase/Lease Agreement documents lists a date after 12/15/20, then we will require supplemental documentation. This can be found on our website under Program Eligibility.

As long as the order was placed before the December 15th deadline then it will still be eligible.

You can check the website for updates to the eligible vehicles page.

Sincerely,
Ann King

The 'Program Eligibility' (document she references) language is concerning/contradicting as it seems to say both 'yes you qualify' and 'no, you don't'

Here's a 'yes' (under Item 3):
-------------------------------------------------------------
  • A purchase or lease is deemed completed when the purchaser or lessee of the vehicle has executed and signed a purchase or lease contract or security agreement. For Tesla and other manufacturers without a standard purchase or lease contract, the 'accepted by customer' date or the 'order date' of the vehicle will be considered the date of purchase or lease. If the Retail Installment Sales Contract (RISC) lists a date after 12/15/20, then we will require a vehicle configuration page as supplemental documentation.
  • Applicants must receive their vehicle before applying. Applications received before the vehicle is delivered to the applicant will be rejected, and applicants will then need to reapply post-delivery.
-------------------------------------------------------------

OK, so I ordered mine 10/20/2020 and put down a $500 deposit. However, I will not be able to take delivery around May-June. According to the above, I just need to apply after I take delivery. Cool.

Here's a 'no' (under Item 8):
-------------------------------------------------------------

8. Pursuant to P.L.2019, c.362, the legislature created the Charge Up New Jersey Program to be funded for a total of 10 (calendar) years beginning in 2020. Funding is allocated on a fiscal year basis and incentives are available only while funding lasts. Once funding is exhausted, incentives are not available until the following fiscal year, pending Board approval of the budget. Applicants who purchase or lease their vehicle after funding is exhausted will not be eligible to receive an incentive.
-------------------------------------------------------------

Hmmm. Funding has been exhausted AND it explicitly states that:
Applicants who purchase or lease their vehicle after funding is exhausted will not be eligible to receive an incentive.

It does NOT say you won't get the rebate until the funding is restored the next fiscal year. It says you are NOT eligible.

Wow! Which is it? Feel free to weigh in. I'll email Ann and see what she says.

not that you need my help, but I always explained when car wasreserved, when car was ordered, that when ordered $500 dep.; how when ordered the incentives where in affect; my options: if we cancel this order and reorder, we could face the same situation that funds could end before we take delivery; how delays were probably due to covid, out of anyone's control, etc, etc, etc....I have always felt I got more by being the victim instead of ranting and being aggressive toward people I am asking to help me......well good luck to all of us

I would think that, since you ordered before the Dec 15 deadline, that you are eligible as long as you have your car by Mar 31, 2021.

I guess the real question is if you don't have your car by Mar 31, will you be eligible for the point-of-sale program that begins in July or Aug? If you take delivery before the program starts, probably not. If you take delivery after the program starts, will delivery date or order date be the date used for the program? If it's order date, then likely not eligible. If delivery date after the program starts is used, then likely eligible.

I don't think Ann can answer the real question above. She can't tell you anything that's not already written in the current "Program Eligibility" document, because details need to be decided by the BPU.

Just IMO.
