I had plastic ones. Drilled center until it was loose and then pulled out.

I had plastic ones. Drilled center until it was loose and then pulled out.
Assuming the metal ones can be taken out similar to the plastic ones, but don't know what the lower, middle one is, with the metal stem sticking out.

Front plates are mandatory in CA but Tesla's rarely ever have them.
9.9/10 high end cars don’t have them. Do cops ever ticket for that? Also noticing how many people have dark front side window tint. Are people getting tickets for that too? Can’t be many given out considering how many people are driving cars like this.

I haven't had one on at least 1 car for 18 years and only got pulled over for it in college. And that one time was probably just an excuse for a sobriety check.

Not sure, I thought that was something you put in there. Maybe part of the pin they didn't cut off?

It looks like that pin goes all the way through into the bumper.
Maybe cut off the part sticking out then drill in the middle of all 3 fasteners with a 1/8" drill bit. Make sure you do it straight. There's already three ~1/4" holes in the bumper anyway. You could try drilling one of the other ones first.
