Yes, 80-100% is always at L2 rate. The good news is since you got home with 56% remaining, you could have just charged to 80%.

At the left edge of the photo, you can see a little bit of the ChargePoint station we stopped at in Chiriaco Summit. It worked fine by the way... The car's not in this shot because I moved it not long after it reached 80%, because it slows way down, there's a per-minute fee at this location, we weren't ready to leave yet, and I wanted to free up the space in case someone else would need it.
Although Flagstaff is much closer than Palm Springs, I think that for now, Flagstaff would be a tougher trip.
A Better Route Planner says you'd need to drive below the speed limit on the whole path from Anthem to Flag. Or you need to wait in Anthem for quite a long time, about an extra hour, in order to get the car from 80% to 100% filled. This is because the Mach-E charging slows way down to about 13 kW once the battery is 80% full.
EA is installing new chargers at a tremendous pace, and Ford may revise the charging curve... Either way, I think it's going to get better over the next several years.
Yesterday and today I visited an EA location that just opened in late April in Quartzsite. Yesterday the first stall was out of service (and you can see the electrician's truck who was servicing it in this first photo). Today it was in service and was working great. The vehicle was pulling about 113 kW of power for awhile before ramping down to about 90 and then about 55 or so, IIRC, as it got close to 80%. Then it dropped to 13 kW so I unplugged and left.
Plug and Charge worked flawlessly for me at every EA stop (4 of them over the two days). Interestingly, it was not going well for that Porsche Taycan owner in this first photo below. He has to call EA at every stop he makes to get them to activate the charger... And they have him try multiple stalls, etc. He is super upset with the experience.
