There may be a decent amount of miles required from the factory to the train yard too depending on how it is configured. They may also do extra road testing at the factory to have better satisfaction. Most likely the dealer PMI is only 1-2 miles, maybe a few extra for a tech that hasn't done it or wants to be extra thorough.
There appears to be a test track at the plant itself too so they likely do road testing there.
Edit: looking at satellite view the rail yard is inside the plant area so my guess is just extended road testing.
