This issue is using Ford nav with Android auto. Ford nav NO android auto connected, blue bar indicated exit about 1/2. Using Ford nav WITH Android auto connected random blue bar. Using Android auto for nav no random blue bar. That might not be enough to address the flashing blue bar. I'm not as familiar with Apple, but I know Android Auto uses both Bluetooth and wireless to connect. In fact it uses Bluetooth even if you don't use Android wireless.
So, even if you turn off wireless projection, the Bluetooth connect may still connect your phone via car play if it was ever setup before. Once the phone detects the Bluetooth network it tries to start Car play.
I'd recommend going into the settings -> phone list -> drop down menu for the phone -> click disable car play (if it is an option).
