So in the case of a '21 J1 Prem that doesn't have that as an available update but it can be enabled by FORSCAN tweaks... What's that about? Seems strange.
***IGNORE THIS POST - I GAVE BAD INFORMATION. See the next couple of posts in the thread for the real stuff.***

It doesn’t seem like it can. I have a 21 J1 Premium, and I’m FDRSed up to current on everything as of four days ago. I tried enabling it in FORSCAN (where it’s currently set to a “2” of specifically DO NOT ENABLE), and when I changed it to a ”1” to enable it, upon starting the car, I got a warning about the headlight system programming being incorrect on my IPC. I switched it back to 1 and it was fine, I switched it back to 2 and got the same error message. So, it looks like maybe 21 J1s don’t have the capability for some reason.

Hi John, I also updated my '21 J1 Premium that I sold to my friend and it does work.
As Ken said in the post above, you need to change two lines

734-01-01 xxxx xxx1 xx-- Change the last digit in the second set to "1"
734-01-04 00BC 1612 Change both the first and second sets of digits to "00BC 1612"

I managed to mess up power supply during the CMR update.. so now I now that the update process seems to be somewhat more fail-safe than expected.

My power supply failed to supply the current it is supposed to and with one backup supply I only had 10A of current during the update, and sometimes even less. During the update voltage slowly dropped and was at about 8V (measured at battery access terminals) when it finished writing the one hour update. Was about to "pull the plug" on it during the following "internal process" since I expected to be a failed update and just waited for a timeout. During last minutes the door locks almost did not work, the pumps was running so slow they almost made no sound, frunk light was flashing on and off.. .. but it still managed to finish the update with no error eventually, but the car was almost dead after, not being able to go into "engine ON" mode. So could not enable the DCDC, it would not accept HV charging, and the "battery" symbol would not go away from the IPC. Even sync screen went to "power saving to converve battery". Expecting that the battery controller was not working and not being able to switch on contactors in the HV battery. It took a few long minutes until I got the voltage up to around 10V before it was able to turn on again, and it immedidately fired the DCDC at 150A which immedately got the voltage up to 14.5V.

After clearing error codes all seems to be fine, no more available updates. So now I know what can happen if it runs out of LV battery during update.
Once you get below 10v some modules start shutting down (APIM sleeps much earlier though). I've got another tool that allows the flashing of any software compatible with a module. FDRS let's you flash up when ford allows it, the other tool allows flashing forward and backward, and any combination thereof. You could go backward but would have to disable the TCU from having any control of the vehicle else it will try to flash things forward. Though I've tried to break the car many times, it's really easy to recover it, though it at times, quite time consuming.

I've been a bit lazy recently, but just been out and done:
PSCM
HVAC
and the 4 door modules bringing everything back up to date.

No dramas at all, and just giving the LVB a nice little charge whilst I'm there.

It's update Friday again:

'21J1 in NA and the UK/EU have new updates to powertrain this morning:
Ford Mustang Mach-E The Complete DIY Guide to Updating Your Mach-E with FDRS 21J1_Updates_12-May-23

*So far* these have not shown up for '22/'23 models that I have checked.

These are all 'coordinated' and will be done in sequence when you select one of them (I always start with the PCM and FDRS sometimes decides to do the BECM first anyway, just so you know).

I don't know if these will be an OTA set yet. We will have to wait and see.
