The updates download over the cellular connection. I am not sure which service is used in Israel, but the car should have an AT&T cellular module in it. You will likely need a cellular module That is for the service that is used by Ford in Israel and your car will need to be reprovisioned for your country in order to receive OTA updates. There may be other local software packages that your car will need. ??

Hopefully, whoever imported this car took it to a Ford dealer and had the TCU 'provisioned' to work with a cell provider that Ford has contracted with there in Israel.
I see that it's not actually reporting anything to the cloud right now, and it's possible that it's due to the ownership change.
First thing to do is go into the Sync menu settings and look for a Master Reset or Factory Reset option, and select that. This will require re-setting up Ford Pass and home location, charging schedule etc. but it's a necessary step if the old owner's settings were never cleared out when they sold the car.
From my understanding, the vehicle has an AT&T module, and I’m not sure if there’s an alternative here since the car isn’t officially sold by Ford Israel (navigation and FordPass aren’t working either).
I assumed I could get updates via Wi-Fi, but I haven’t received any so far.
I already visited the local dealer for a recall and scheduled a system update through FDRS. I’m hoping they’ll be able to do it.
@Mike G Is there nothing shown under SW updates? I assume that once the dealer connects directly, they’ll be able to see all the relevant updates. Should I request anything specific?
