CA CLEAN AIR VEHICLE DECAL

Hello!

I am trying to apply for the CA HOV decal.
When I did Ford Option, they applied me the CA Clean Air Fuel Reward Dealer Incentive of $1,500

When applying for this HOV decal, I read that:
If you purchased your vehicle on or after January 1, 2018, a CAV decal cannot be issued to you if you have received a consumer rebate through the Clean Vehicle Rebate Project (CVRP)

Does this mean I cannot get the HOV sticker? Because I have received the Clean Air Fuel reward at the dealer? Or that is separate to the CVRP.
Not sure if this is useful, but I am at or above the income level.

Actually, I think there is an income restriction if you get the CVRP along with the decal. It says on the decal application. The clean air fuel reward is different than CVRP, which currently has a waiting list.

Anyone can get the decal regardless of income. Many have it now. I do not because my dealer screwed up the DMV notification and now need the title and a VIN verification. Going on four months now...
