Why wouldn't you use it like that? It works great for me. And with the MME, I can easily go way, way over the speed limit without even noticing. Hence, cruise control.
Around here there are no roads at that speed that don't have a stop sign or signal every 5 seconds...

I use it around town all the time. On a 35 mph road, I set my cruise to 42 (or something like that) and my car keeps pace with the car in front of me. It is awesome. And if that car decides to go faster, I don't inadvertently follow him into a speed trap.

I use cruise control a lot driving in the mountains.... speed limit is 25 mostly in the tight turns, drive-able at 45 in most places. If I catch up to somebody, I set set cruise to stick with them and maintain safe distance without being aggravated or aggravating tailgating when there is nowhere to pass anyway.

There's a road that I regularly drive on that is 35 mph, but it feels like a county highway and it's super easy to drift up to 50 if you aren't watching your speed. My wife and I both tend to set our cruise controls on this one road because it's sooo easy to get busted.

Typically I wouldn't use cruise on a 35 mph road, but in this case we do.

The jump to 85mph happened to me on a local road. The nearest highway was miles away. In California, there are no highways with 85mph limits, so I doubt that a faulty GPS location is the root cause. It can simply be a bug in the database. Or a programming bug.

The MME's speed limit is determined by a map database and GPS. This is overridden in case the camera detects another sign. I blocked the camera as an experiment, and it still set mostly the correct speed limit.
I had my GPS showing 115 miles away one time. On a trip from Tucson to Phoenix I was doing 80mph on I-10, 75mph speed limit, and the erroneous GPS told the car it was in a 5 mph zone. The GPS was initially off about 1/2 mile, then eventually froze at a location in Tucson, and was 115 miles off when I arrived home. Faulty GPS happens on the MME, I have seen it many times and it can end up really far off.

more likely related to the city changing the speed signs from 55 to 45 at some point and not updating the records anywhere. The database in the nav will see that stretch of road still mapped to 55.

Try this... drive that stretch of road and look at the speed in apple maps or google maps... if it shows 55, (remember those apps deal 100% with the GPS location to know the speed limit) then the city or county changed the speed without doing the paperwork.
These are rural county roads. I have lived here for twenty years. They have been 45 mph since I have lived here.

I can confirm I've seen 80mph detected on roads that were 50mph. I squinted at the number twice to confirm - yup. I long disabled speed sign recognition with adaptive cruise.

Disable the speed sign recognition. I'm not sure what its useful for.
GPS maps are usually pretty good about having the local roads covered for what the speed limit currently is.
This. Or watch extremely carefully. At all times.
