a) it's legally required for Ford to put it in the car before sale, but it's not legally required for it to remain. you won't be hauled off to jail or written a ticket for disabling itok but now we're back to pedestrian alert vs. backup chime. These instructions appear to be the pedestrian alert that everyone agrees is legally required?
b) no reason to think there is a different speaker for the backup sound
One thing I would be concerned with is the car throwing a code or whatever the equivalent of the Check Engine Light is when you disable this speaker
