Will they open up EA to people outside the USA? I tried registering but couldn't because it wasn't available in Canada.

There are hopes and plans to do that. However, the idea behind Early Access is to get increased feedback and data, which is complicated by privacy laws and data sharing restrictions. So everything has to go through more reviews, more layers, more lawyers.

I'm a fairly recent EA enrollee, though I've no idea if that was a factor and the EA page for my car says, "Your vehicle does not have any new early access product(s) at the moment..."

Sadly, I’m inclined to agree with this assessment. The silence isn’t making things look good for this feature.

This particular OTA will be the first one where I’ll turn auto updates off and refuse to install. I do not want Alexa in my car for any reason whatsoever. It won’t get installed until and unless I know it can immediately be removed. Even if that means never installing a subsequent (and perhaps unlikely) frunk update.

Apparently Alexa has the special keys to open the frunk, so looks like you ain't ever getting it.
Either that or I've been sniffing the pineapples again.

I have a (late Nov 2020 build date) '21 FE, was waitlisted since Jan' 21 for Early Access and heard nothing. But just tried signing up again as I read this thread... and was immediately enrolled.

I just tried dropping off the wait list and then re-joined. Let’s see if it helps.
