Try turning off your phones wifi. If you have a pi-hole or other ad blocking it might well block the download source.

I have exactly the same problem. My PAAK had been working well for almost a year, then all of a sudden it didn't work any more. I tried everything, resetting the car, PAAK, BT. Nothing worked on my phone. But I was able to set it up on my wife's phone. We both have the Iphone 13 pro with same settings. So I don't know what the problem is.

I'm tempted to back up my phone, then wiping it completely to see if it has something to do with the phone itself.

Try a different phone to see if it works, if it does, then you ruled out a bunch of things related to the car itself.
