The dealers have quite a bit of influence on the scheduling but in an indirect sort of way. If I knew more about the process I could probably break it down and explain it to us all here but I really don't know all the various details.
I should have clarified -- I meant just for this early MME period where there's 10's of thousands of pre-orders. After they get past all that and into "normal" mode (like ordering an Escape or an Explorer or an F-150 today), then I think it's a different matter.

I spent some time at lunch today reviewing the orders entered into the tracker to understand if there is a logic being followed. For the most part, the ordering is pretty consistent with the observations/priority order I outline below. Despite the comments, FEs are the priority, followed by Premiums. Delivery location is a factor, especially for CA-bound vehicles. For the rest, the general rule is south before north. Contrary to my prior belief, priority for rarer configurations (Premium SR, CA Rt. 1) is not too significant, though it does exist.

First, a few caveats:
1. I used reservation/order number as a proxy for reservation date. While not perfect, this should be pretty close knowing that the 4000-7000 range is considered the same date (11/17/19).
2. I only looked at orders that had build dates listed, as it was not practical to ID if missing build dates were due to not receiving them yet or not having submitted an update to the tracker.
3. My observations are mostly consistent, but there are a couple stray entries that do not fit. So my comments below are not absolutes (please do not fact check!).
4. After removing duplicates and entries for which I could not ID reservation date (other than MachDrop), I had 109 entries total.
5. Some recent comments have suggested that dealer priority numbers may have an effect. I did not have that data, though did not see too much below that would lead me to believe there is a significant effect.
6. I tended to group orders within a couple weeks of each other, considering those as essentially equivalent.

Observations:

Top build priority is for the FEs, with most California (and AZ) bound cars getting built in November.
Then most of the other areas follow in December, roughly organized by reservation date, with southern states having some priority over northern states, especially Midwest and PNW.
Early January FEs are limited to the latest reservation dates and Mach Drops (which are the latest reservation dates in reality).

Premium/CR1 models have the next highest priority, with some being intermixed with FEs in Nov and Dec, but the majority in late Dec or January.
November is almost exclusively for CA-bound vehicles.
December covers most of the rest of the Nov19 reservations for southern states and a decent percentage of the Nov19 reservations for northern states.
Standard Range and Rt. 1 models seem to have a slight priority bump over ER Premiums, likely due to the rarity of those configurations and balancing the assembly line.
Early January deliveries look to capture the rest of the Nov19 reservations and then follow mostly by reservation date thereafter. February deliveries are mostly very late reservations.
In general, Southern states seem to have some priority over northern states. All things equal (configuration, reservation date), a southern state car will be built a week or two before a northern state car.

yes agree - i asked this exact question - was asking if my dealer could do something to either get me scheduled (past few weeks) and if he can do something to move up my date (past two days) :) His answer always has been that with MachEs he has no control. There is some small influence i.e., when he discusses with his regional Ford rep the upcoming schedules and build allocations, he can try to move up or down a few of his own dealership orders but that is also not possible with Mach E. His regional reps also don't have control on Mach E scheduling is what he said.
