There is a fall-back if the USB doesn't work it will go through OBD, which will take hours and would require the power supply.
I just did one where it said something about doing that and I said to re-try and it went through as a USB update the second time. Just a hiccup I suspect.

I also had the USB error when I was doing the big update weekend, the few times I encountered it I never used the OBD backup. Just re-tried and it was successful. FDRS seems to act up sometimes.

Based on information in another thread, the OBCC update that showed up for me on Feb 22 is
24-PU0119-DC-CHG4. So I am all set for when I get the adapter.

New RFA update today, are these PSU required updates? or just a quick one like TCU?

RFA updates generally aren’t quick. This one took around 30 min and my windshield wipers were going the entire time.

I meant to say, lift up the arms on the wipers so they don't keep wiping a dry windshield for 30 minutes.
