Yes. I have never seen Ford refer to them as "puddle lights", so I'm not sure why people expect them to behave a certain way. They are what they are: fun lights that come on as one approaches the car.
A search for "Mach-E puddle light" appeared to turn up a lot of hits for third-party solutions.
