Would a membership style network fix our charging issues?

I'm in Japan, you have to sign up with one of the dealers and you get a universal card that works all over the country.

Would this model solve charging Infrastructure, or should EA/CHARGE POINT/EV GO/ BLINK-SIMACONNECT ARE ON LIFE SUPPORT/SHELL CHARGE be responsible for taking care of their equipment to solve charger anxiety, climate change, world hunger, the Wales, finding Nemo, and a spice girls reunion?

I have never used DCFC but I have been pondering what the fair pricing structure should be. Maybe the current structure is just fine but here is my thought. Why should a person who has a car that can charge 60 kWh in 30 min pay the same as someone that takes an hour? Of course they should pay the same for the electricity they consume but they should not pay the same usage fee for the facility as they are there half the time. Of course it seems like sometimes it is the charging station and not the car that may be causing the slower charging rate. Not sure there would be a “fair” way to tack on the capital recovery and O & M costs but cars that can charge quickly pay a greater burden then cars that charge more slowly.

Honestly I think time based accounting makes the most sense, with the rate determined by how much the electric cost is relative to a baseline.

eg:
Power baseline is $.10/kWh. Let’s say it’s $2/minute for discussion.
Where power is $.20/kWh, the charge to the customer is $4/minute.
Where power is $.15/kWh, the charge to the customer is $3/minute.

Any pricing structure should seek to reflect the cost scarce resources most accurately. The scarce resource isn’t the electricity, it’s the number of working stalls, and people charging for free or at low rates leaving their cars plugged in all day because EA is too incompetent to even charge adequate idle fees (even after their recent announcement) is the problem. It really is baffling to see a company coddling and catering to customers who don’t pay and prevent other customers from paying.

If you want to go one step further, ramp up the idle fees based on number of open stalls and how many people are waiting like how Tesla has been doing it for years on the biggest best managed network in the country by far.
